Restricting Personal Device Use in Oregon Schools to Promote Student Mental Health and Academic Achievement
The OMA supports recommendations that Oregon school districts prohibit the use of personal electronic devices by students from the start of regular instructional hours until the end of regular instructional hours, with the following exceptions:
- When the student's medical provider orders use for the care and treatment of a medical condition.
- When access and use are stipulated in the student's individualized education program, as defined in ORS 343.035 or an education plan developed for the student in accordance with section 504 of the Rehabilitation Act of 1973, 29 U.S.C. 794
Exceptions should be purpose-, time- and place-specific, away from where students congregate.
School districts should give serious consideration to students using school-protected electronic devices with these exceptions, when possible.
