Shantanu Nundy is a primary care physician, technologist, and business leader. In addition to serving as CMO for Accolade, he serves as a health policy lecturer at the George Washington Milken Institute for Public Health and is author of Care After Covid, a practical action plan for reinventing healthcare in a post-pandemic world, among other endeavors. Dr. Nundy will address what the pandemic revealed is broken in healthcare and how to reinvent it.

Michael Tutty leads the AMA's efforts to identify, support, and grow care delivery and payment models that promote the long-term sustainability of, and satisfaction with, medical practice. Tutty served in several positions at the University of Massachusetts Medical School, including Director of the Office of Health Policy and Technology.

Reva Ricketts-Loriaux, DO
Dr. Ricketts-Loriaux is a pathologist with Northwest Permanente where she also serves as Director on the Northwest Permanente Board of Directors. An active OMA member, Ricketts-Loriaux serves on the OMA Board of Trustees and as an alternate delegate to the American Medical Association. In addition, Ricketts-Loriaux is involved with the OMA's Equity Task Force, Systemic Racism Work Group, and the Justice, Equity, Diversity and Inclusion (JEDI) Committee.

MORNING BREAKOUT SESSION

Addressing Social Determinants of Health through Community Information Exchanges

This session will describe early efforts in Oregon to address individual and family social needs through technology-supported systems and community information exchange (CIE). Panelists will define CIE, where it exists statewide, and describe how their organizations are engaging in this work. The panel will also share successes and patient stories, challenges, and future work in this space.



Liz Whitworth, MPH (Moderator)
Managing Director, OHLC

Liz Whitworth currently serves as Managing Director for the Oregon Health Leadership Council (OHLC). In this role, Liz is engaged in the adoption and spread of several statewide health care transformation and technology initiatives involving OHLC stakeholders, key state agencies and other partners. Most recently, she convened engagement of Medicaid health plans around a common technology solution to begin to address social determinants of health in Oregon (known as “Connect Oregon”).



Briar Ertz-Berger, MD, MPH
Director for Social Determinants of Health & Quality Management, Northwest Permanente, P.C.

Dr. Briar Ertz-Berger is an emergency medicine physician and the Medical Director for Social Health and Quality Management for Northwest Permanente. Dr. Ertz-Berger’s work focuses on eliminating health inequities and the effects of unmitigated socio-economic struggles. Dr. Ertz-Berger is currently leading work to improve the health outcomes of her patients and the surrounding community through the creation of a robust Social Health program, which includes the development of an Oregon-wide integrated health and social care network.



Kelly Ambrose, BSN, RN
Advanced Illness Care Program Manager, Housecall Providers

Kelly Ambrose has developed and managed palliative care programs since 2015. She currently leads the Advanced Illness Care team at Housecall Providers, the only community-based palliative care program in Oregon focused exclusively on Medicaid patients. Kelly has more than 20 years of healthcare experience, including 16 years as a nurse working with high-risk populations in the community and in a federally qualified health center. Throughout her career, Kelly has worked on multi-disciplinary teams, addressing socially complex patients’ medical needs as well as their access to care, housing and food insecurity and navigating the complexities of the healthcare system.



Lavinia Goto, RN, BSN, MPH, MBA, DHA
Project Manager, LTC Innovations & SDOH, NWSDS
Operations Manager, Oregon Wellness Network

Lavinia Goto has spent the last five years developing a network hub for health and wellness services provided by community-based organizations in Oregon. The programs are targeted towards people living with chronic conditions that impact an individual’s ability to live independently. Self-Management education and supporting an individual’s self determination has been Lavinia’s passion for more than a decade.



Michelle Lehr O'Connell, MPA
Director of Primary Care Integration, OHSU

Michelle Lehr O’Connell is the Director of Primary Care Integration at OHSU. Lehr O’Connell partners with leaders across OHSU Health Primary Care to develop and implement shared operational strategy, and align and integrate primary care across the health system. She is the chair of the Social Determinants of Health Ambulatory Implementation Work Group, and has led efforts to implement Epic-based screening for SDOH, the Connect Oregon platform for referrals to community resources, and trauma-informed care training for clinical teams



Margaret Klein, RN, CCM, MSB, MSN, JD
Director, Care Integration and Coordination Program, OHSU Health Services

Margaret Klein is a nurse, attorney, ethicist, educator, and published author with more than 40 years of experience in healthcare, law, insurance and ethics. She currently serves as the Director of Care Integration and Coordination Program for OHSU Health Services, has served as an adjunct professor at Concordia University. Ms. Klein received her JD from Lewis & Clark Law School and her nursing degrees from Chamberlain College of Nursing.



Ned Mossman, MPH
Director of Social and Community Health, OCHIN, Inc.

Ned Mossman has spent more than 20 years at the intersection of healthcare, research, and IT. In his current role he oversees OCHIN’s nationally recognized initiatives around increasing collective understanding of social needs assessment, cross-sector collaboration, health equity, and value-based care. He also plays an active role in numerous national stakeholder groups focused on bridging healthcare and social needs. Mr. Mossman received a Master of Public Health in Epidemiology and Biostatistics from OHSU in 2002.

Addressing Financial Pressures Post-Pandemic

This is a challenging time for health systems and physician practices. Some common pressures include financial stress, staffing and moral tensions, and exhausted leaders. This session will highlight new ways to approach these challenging times and be an effective leader during times of ongoing pressure. There will also be time to hear from others about what they have found to be helpful.



Jill Arena
Co-Founder, Physician Leadership Project

Jill Arena is the Co-Founder of The Physician Leadership Project and the CEO of Health e Practices, LLC. She is a successful entrepreneur, having co-founded GreenField Health in 2001, both of which have grown into multimillion-dollar businesses. Having earned her Fellowship from the American College of Medical Practice Executives in 1999, she has extensive experience in revenue cycle management, practice operations, practice transitions and leadership coaching. She also serves on the boards and executive committees of several physician groups in a key advisor role. She is the author of Physician, Heal Thy Financial Self, which is written for physicians who want to achieve mastery over the finances of their practices



Craig Wright, MD
Craig Wright MD Consulting Services

Dr. Craig Wright is a board-certified Family Physician who practiced primary care for a decade before moving into management and leadership positions. He was the CEO of Swedish Physicians in Seattle and Providence Medical Group in Oregon. Also, at Providence he was the Oregon Chief Clinical Officer as well as Corporate SVP of Physician Services in Renton, WA. He served as Chief Medical Officer for The Portland Clinic before co-founding the Physician Leadership Project (www.physicianlp.org). He is currently a consultant and executive coach for medical groups and health systems across the country (www.CraigWrightMD.com) and serves on boards for Piedmont Health System in Georgia and Comagine Health in Oregon.

Environmental Advocacy by OMA Members

Earlier this year, the Oregon Medical Association adopted recommendations on climate and health, among them calling for the OMA to develop a plan to move the OMA towards carbon neutrality. Today, members share how they use their voices as trusted healthcare professionals to impact climate and health equity in Oregon.



Erika Mosesón, MD, MA

Critical Care Medicine Physician, Legacy Medical Group of Oregon

Dr. Erika Mosesón, is a pulmonary and critical care medicine physician with Legacy Medical Group of Oregon. She is a member of the American Thoracic Society Environmental Health Policy Committee, as well as an American Lung Association Health Professional for Clean Air and Climate Action. She serves on the board of the American Lung Association of Oregon and is a past President of the Oregon Thoracic Society. She is the founder of AirHealthOurHealth.org, an educational resource on the links between the air we breathe and our health.



Richard Bruno, MD, MPH
Senior Medical Director for Primary Care, Central City Concern

Dr. Richard Bruno is a double-boarded Family & Preventive medicine physician, serving as the Senior Medical Director for Primary Care at Central City Concern. He has led workshops, conferences, rallies, and actions for health justice and climate justice. His main clinical focuses are on HIV, gender affirming care, diet-related disease, and substance use disorder, with involvement in community public health interventions and policies, including cooking classes for kids and legislation expanding access to medication for opioid use disorder.



Colin Cave, MD
Director of External Affairs, Government Relations and Community Health, Northwest Permanente, P.C.

Dr. Colin Cave serves as Northwest Permanente’s director of External Affairs, Government Relations and Community Health and previously served as Chairman of the Board. Dr. Cave has served as president of the Oregon Medical Association, Medical Society of Metropolitan Portland and the Oregon Academy of Otolaryngology. He has been a practicing physician with NWP since 1994, having been chosen for the Distinguished Physician Award and selected nine times as a Top Doc by Portland Monthly magazine.



Stewart Decker, MD, MPH
Family Physician, Skylakes Primary Care Clinic

Dr. Stewart Decker is a family physician who loves public health. He is the current immediate past president of the Oregon Academy of Family Physicians, the medical director of the Sky Lakes Wellness Center, and works with his local public health department to improve the health of his community in the broadest sense possible. He believes that community development, social norms, and systemic change to our healthcare system are the only equitable solutions to a growing crisis of preventable noncommunicable diseases. He has completed a Masters in Public Health at Johns Hopkins University and is a fellow of both the American Academy of Family Physicians and the Wilderness Medicine Society.

AFTERNOON BREAKOUT SESSION

Making Value-Based Payments Work: What's Effective and What's Needed Moving Forward

This session will help to define Value-Based Payment in Oregon and how it differs from historical reimbursement methodologies, discuss strategies to sustain VBP in the future and identify what is needed to support clinicians and maximize their VBP success within different practice environments.



Kate Othus, MHA (Moderator)

Kate Othus is the CEO and Founder of DataDx, as well as CEO of Health Professionals Alliance. In previous roles, Ms. Othus was an adjunct professor at OHSU, teaching Strategic Planning and Organizational Development within the Healthcare Certificate and MBA program.



Evan Saulino, MD, PhD
Regional Medical Director, Aledade, Inc.

Dr. Evan Saulino is a Family Physician who has cared for patients of all ages for more than 20 years. He joined Aledade in 2021 as the West Coast Regional Medical Director, working with independent primary care and multi-specialty clinics, Federally Qualified Health Centers, and Rural Health Clinics across California, Oregon, and Washington to help them adapt to and succeed in value-based care and payment.



Elizabeth Powers, MD, MHA
Chief Medical Officer, Winding Waters Clinic

Dr. Elizabeth Powers is currently the Chief Medical Officer for Winding Waters Clinic in Enterprise, Oregon. She is also an OHSU Clinical Instructor and wants to instill passion for family medicine by mentoring and teaching students and residents.



Kevin Ewanchyna, MD
Chief Medical Officer, Samaritan Health Plans

Dr. Kevin Ewanchyna is the Chief Medical Officer for Samaritan Health Plans. He is an advocate for public health and primary care and has given presentations throughout the state. Dr. Ewanchyna has served as Co-Chair of the Oregon Health Authority Common Credentialing Committee; Co-Chair of the Health Care Cost Growth Target Implementation Committee; Chair of the Best Practice Committee of the Oregon Health Leadership Council, and is part of the Value Based Compact Committee.



Amy Mulcaster, DO
Chief Medical Officer, The Portland Clinic

As an advocate for women, Dr. Amy Mulcaster is committed to providing her patients with the knowledge they need to make informed decisions about their health. She offers a full range of gynecological care, from preventive care to medical and surgical solutions for various issues and disorders. As chief medical officer of The Portland Clinic, Dr. Mulcaster leads an excellent team of physicians, strategically building and guiding the privately owned, multispecialty medical group into the future.

Telehealth Best Practices – A Better Patient Experience

Clinicians will describe the current use of telehealth in Oregon following the pandemic, discuss best practices in managing telehealth visits vs. in-person visits, recognizing strategies to optimize the clinical utility of telehealth and describing some of the challenges.



Carla McKelvey, MD (Moderator)
Senior Medical Director of Regional Children's Health Services, Providence Health & Services

Dr. Carla McKelvey serves as the Executive Medical Director for Children's Health at Providence Oregon. She is a general pediatrician by training and worked on the South Coast of Oregon for more than 20 years prior to moving to Portland. Dr. McKelvey has been an advocate for telehealth for many years in order to increase access into underserved areas. Dr. McKelvey is also a Past President of the Oregon Medical Association.



Shannon Anderson, MPAS, PA-C
Associate Professor of Neurology, Associate Director of Clinical Care, Parkinson Center of Oregon, Physician Assistant Adjunct Faculty, OHSU

Shannon Anderson is a physician assistant at the OHSU Parkinson Center where she comanages patients with movement disorders and deep brain stimulation systems. At present, approximately a quarter of Anderson’s practice is virtual. In 2018, Anderson joined the OHSU Department of Emergency Medicine Virtual Visits Urgent Care and developed a Telemedicine Curriculum for the physician assistant students. In addition, she presented this curriculum nationally at the start of the pandemic.



Nathan DeFrees, MD
Family Medicine Physician, St. Lukes Clinic – Eastern Oregon Medical Associates

Dr. Nathan Defrees is originally from Baker County, Oregon and enjoys caring for whole families and patients of every age. He has special interests in obstetrics, women's health, pediatrics, and treating hepatitis C. Prior to his medical education, Dr. Defrees studied biology at Oregon State University. In his free time, he enjoys helping with his family's cattle ranch and exploring eastern Oregon with his wife and family.



Geraldine Kempler, MD
President, Westside Pediatric Clinic

Dr. Geraldine Kempler is a mom to four and President of Westside Pediatric Clinic, a single specialty group in SW Portland. She has been recognized four times as a “Portland Top Doctor” by her peers. She trained at Doernbecher Children's Hospital in Portland. Dr. Kempler’s interests include the primary prevention of obesity, asthma and dental cavities.

There's Light on the Horizon: Oregon Youth Suicide Prevention Efforts, Perspectives for Further Improvement

This session will help participants to identify four risk factors and two protective factors for youth suicide, recognizing that Oregon youth have the highest annual prevalence of major depression and substance use in the U.S. with limited resources for our highest risk youth. Panelists will describe three innovative programs in Oregon to prevent suicide in addressing the mental health needs of the state’s youth.



Kirk Wolfe, MD (Moderator)
Child and Adolescent Psychiatrist, OMA Board of Trustees

Dr. Kirk Wolfe is an educator, psychiatrist, and child psychiatry consultant (specializing in childhood psychology and suicide prevention). He has been a clinical assistant professor at OHSU since 1997. He has served on the executive committee of the Oregon Psychiatric Physicians Association since 2007 and on the board of trustees for the Oregon Medical Association since 2009. He is a member of the Oregon Alliance to Prevent Suicide, the Oregon Health Authority System of Care Advisory Council and the Oregon Council of Child & Adolescent Psychiatry.



Ebony Clarke, LCSW
Multnomah County Mental Health Department

Ebony Clarke is the Director of Multnomah County Health Department and was previously the Multnomah County Behavioral Health Director, is a Licensed Clinical Social Worker (LCSW) who has 24 years of experience working in both the publicly funded and non-profit behavioral health arena influencing policy, developing services and supports, providing leadership, organizational development, people management, and equity and inclusion. Ms. Clarke has served on the Oregon Health Policy Board since 2020, and was appointed to the Oregon State Board of Licensed Social Workers in 2013, where she served two terms.



Dwight Holton
CEO, Lines for Life

Dwight Holton is the CEO of Lines for Life, the leading suicide and substance abuse prevention non-profit in the Northwest. Lines for Life helps more than 125,000 families a year with its crisis intervention and prevention services and promotes healthy kids and communities through mental wellness promotion, advocacy and public policy development.



Rebecca Marshall, MD
Associate Professor of Child, Adolescent, and Adult Psychiatry, OHSU

Dr. Rebecca Marshall is an associate professor of Child, Adolescent, and Adult Psychiatry at OHSU. Clinically, Dr. Marshall works on the child and adolescent psychiatry consultation, seeing children and adolescents in the Emergency Department and on the pediatric floors, as well as in the outpatient clinic. She is the director of the Data, Evaluation, and Technical Assistance Program, which contracts with the Oregon Health Authority to develop evaluation and monitoring systems to strengthen youth mental health programs statewide.
